and a series of command lines (getting blamed)
Only way to prove, well you need files filled with conspiracies down these lines from the top (Mayor and Board, Maybe Chief)
proving a plot to hunt down specific race or races and exclude other race or races from investigation.
The facts. There are many bad cops, even bad systems (Car 87/Wellness, Patrol, Vice, and Beat) focusing on presumed criminality and non-violent crime.
There are also cops who look the other way. Not good either, but not on the brutal end or over reach, just aiding and abeding.
Bad cops on the brutal end, even looking other ways. They have multiple self justifications.
They hate beggers maybe, they have moral issue with whores (even to the point of forcing freebies), they maybe hate 1 race or 2 race. Don’t like unpronouncible names. Don’t like accents. Xenophobia. They could be targeting people who had bad altercations in bars, got turned down. Social media arguments. Maybe a lack of investigation of abuse claims, in the sense that, maybe they weren’t real cops. The complaint system doesn’t address this.
Self justifications are so individualized, that all you have is a Blue Vs You, not a White vs Black or White vs White or Black vs Black or White vs Asian or Black vs Asian in the system.
Largely you’ll find the most common connection are people deemed too poor to have their own lawyers.
Speaking as person who was abused by cops in 2001 and 2002, well there were more bad situations, but not physical. 2 home invasions even.
