Disability would be best served as a Health Ministry program and not something that goes through the Welfare System, the way it exists now it is used as a required stepping stone to disability, when it could be a direct from Doctor thing. You can hold the PWD hostage at the attempt to remove the system made for those “In between jobs” and abused by people not looking for work in 20 years with a full functioning body.
A social program like the latter could be given a death clock or sunset clause. Even preventing anyone turning 18 after the legislation, and new citizens from signing up.
Also possible PWD could have a “last generation” preventing anyone in 18 years from signing up.
Also Opening Charities ASAP to not require Government Contracts or Funds to exist. Would potentially help lessen the fiscal pain around this and other programs.
